## مراحل عملية الرقابة تُعتبر عملية الرقابة دورة إدارية مستمرة ومتكاملة، لا يمكن فصل مراحلها عن بعضها البعض، فهي تبدأ من حيث انتهت عملية التخطيط وتؤثر في التخطيط المستقبلي. المرحلة الأولى والأساسية هي **وضع معايير الأداء**، وهي المقاييس التي سنحكم بها على النجاح أو الفشل، ويجب أن تكون هذه المعايير مستمدة مباشرة من الأهداف المحددة في الخطة. تليها مرحلة **قياس الأداء الفعلي**، حيث يتم جمع بيانات دقيقة وموضوعية حول ما تم إنجازه فعلاً على أرض الواقع باستخدام أدوات مثل التقارير الإحصائية، الملاحظة المباشرة، أو استطلاعات الرأي. بعد ذلك، تأتي مرحلة **مقارنة الأداء بالمعايير**، وهي قلب العملية الرقابية، حيث يتم تحليل الفجوة أو الانحراف بين ما هو مخطط وما هو منفذ. وأخيراً، نصل إلى مرحلة **اتخاذ الإجراء التصحيحي**، فإذا كان الانحراف ضمن الحدود المقبولة، قد لا يتطلب الأمر أي تدخل، أما إذا تجاوزها، فيجب على المدير تحليل أسباب هذا الانحراف واتخاذ القرار المناسب، والذي قد يكون تعديل الأداء، أو حتى مراجعة المعايير نفسها إذا ثبت أنها كانت غير واقعية.
